ND State Funeral Honor Stipend:
The State of North Dakota recognizes that Veterans Service Organizations (VSO) are a vital piece in honoring veterans from their local communities. ND Century Code 37-18-16 created by HB-1182 (2023 Legislative Session) authorizes a Stipend Reimbursement of $50.00 (for 1 VSO per funeral) to Congressionally - chartered VSO for assisting with Veteran Military Funeral Honors beginning 1 July 2023.
A "Funeral Service" for this stipend includes:
- Folding of the flag,
- Presentation of the flag,
- Presentation of the state coin,
- Playing of taps (live ceremonial bugle or a high-quality recording), and;
- Three volley salute.
This legislation allows eligible organizations to request the stipend regardless of the veteran's service branch. Stipends can only be paid for funeral honor services which do not receive a stipend from other programs or sources such as Federal AP3, Funeral Directors, or others.
Requests are submitted to the ND Department of Veterans Affairs by downloading and completing SFN 62362 Military Funeral Honors Stipend Request and sending it via mail, fax, or email. You can also submit your request using our online form!
IMPORTANT: First time requests require submission of SFN 53656 ND Substitute W-9 and SFN 51620 ACH Authorization for electronic payment.

How to download forms from your browser!
Download Forms:
- With the form open, click the down-arrow (download) button in the upper-right of browser screen, or
- From the search results, right-click the SFN and select “Save link as”
Set to Automatically Download PDFs:
- Click three ellipses in upper right to get to Settings
- Select “Privacy and Security”
- Click the arrow next to “Site Settings”
- Scroll to “Additional Content Settings” (bottom) (may need to click arrow)
- Click the arrow next to “PDF Documents”

Once saved, use File Explorer to navigate to the form and complete using system pdf application (i.e. Adobe Reader, Acrobat Pro, etc.). Note: May want to check “Downloads” folder for saved form.
Set to Automatically Download PDFs:
- Click three ellipses in upper right to get to Settings (gear icon)
- Scroll to Cookies and Site Permissions
- Under All Permissions, click the arrow next to “PDF documents”
- Toggle "Always download PDF files" to On (slider should turn from gray to blue)
