Circumstances:
On 31 January 1968, Specialist Four Richard Dale Hovland was serving with Headquarters & Headquarters Company, 69th Engineer Battalion, 34th Engineer Group, 20th Engineer Brigade, U.S. Army Vietnam Engineer Command, in Phong Dinh Province, South Vietnam.
On that day, SP4 Hovland was killed in action when he sustained wounds from small arms fire.
