ND Planning Committee to End Veteran Homelessness
Established in 2019 the committees goal is to end Veteran Homelessness in North Dakota by Veterans Day 2020.
The committee membership is comprised of North Dakota Veteran, Housing, Legislative and Homeless program leaders. The committee will develop and implement a strategic plan which will be presented to a coalition of direct service providers in North Dakota.
Purpose of the committee: to achieve and sustain a well-coordinated, and efficient community system that ensures homelessness is rare, brief and non-recurring and that no veteran is forced to live on the street.
Priorities and action plan will include:
- Coordinated entry
- Standardized Assessments
- Prioritization and Housing First Stabilization and Homelessness prevention

The North Dakota Veterans Home Foundation was created in 1987 to build a permanent endowment for the North Dakota Veterans Home to enhance the quality of life of our Veterans. The foundation was created as a charitable organization under section 501C (3) of the Internal Revenue Service.
The organization operates off of the interest made on the endowment. Money's made go to support special programs, activities, to buy equipment and etc.
The Board of Directors is composed of 15 military Veterans from the five major veteran organizations in North Dakota, which includes the Disabled American Veterans (DAV), Veterans of Foreign Wars (VFW), The American Legion, American Veterans (AMVETS), and the Vietnam Veterans of America (VVA).
- The Board of Directors provide guidance and approval of three main areas.
- They are in charge of promoting giving;
- Handling and managing the investment portfolio;
- Responsible for long range planning and establishing goals and objectives for the foundation.

The North Dakota Veterans Legislative Council (NDVLC) was established to bring veterans organizations together in a united effort on behalf of all veterans and dependents. It is meant to provide a practical means through which Veterans organizations throughout the state may effectively contribute to the betterment of all veterans. The three major responsibilities of the NDVLC are to sponsor and monitor legislation that affects veterans and their dependents, monitor all general programs for veterans including hospital benefits, employment programs, and social programs; and finally, to establish a system of public relations for veterans. No member of the NDVLC may hold concurrent membership on the Administrative Committee on Veterans Affairs.
The NDVLC is made up of three members from each of the following five Veterans organizations: the American Legion, VFW, DAV, AMVETS, and VVA. The three representatives from each Veterans organization shall be the Department Commander, the Department Adjutant, and one other representative. Each member has one vote. The office of president, vice-president, and secretary/treasurer are elected from these voting members. The secretary receives no salary and performs duties as outlined in the By-laws.
The third segment of the NDVLC is the Legislative Committee. There are two members from each organization and a chairman. They are appointed for two years. They should be from the Bismarck area so they can attend hearings on bills affecting the veterans.
The NDVLC's main function is drafting, monitoring, or co-sponsoring Veterans legislation. It is not an administrative body. Administration and implementation of Veterans laws is the function of the Administrative Committee on Veterans' Affairs, (ACOVA).

NDVLC is not covered by ND Law, however the NDVLC is referenced in the ND Century Code under the Administrative Committee on Veterans' Affairs (ACOVA): NDCC37-18.1-02 (4): The committee shall, under recommendation from the board or the subcommittee, present any matters needing attention and action to the appropriate board, commission, agency, or department of the state, and the North Dakota Veterans' Legislative Council.

The general supervision of the North Dakota Veterans Home is vested in the Administrative Committee on Veterans Affairs (ACOVA). The committee consists of three ex-office, non-voting members and fifteen voting members that are appointed by the governor.
The ACOVA chairman and secretary of the committee appoint a seven-member governing board, ratified by the full ACOVA, for administration of the North Dakota Veterans Home. The governing board selects an administrator for the North Dakota Veterans Home. The administrator serves at the pleasure of the governing board.

- NDCC 37-15-03 Government of veterans' home. The general supervision and government of the veterans' home is vested in the administrative committee on veterans' affairs.
- NDCC 37-18.1-03. Powers and duties of committee - Creation of subcommittee and governing board. The committee is responsible for organization, policy, and general administration of all veterans' affairs in the state of North Dakota. It has the following powers and duties:
- 1. The chairman and secretary of the committee, acting jointly, shall appoint a seven-member governing board for administration of the veterans' home, from within or outside the committee, subject to ratification of a majority vote of the committee, and shall establish term lengths for service on the governing board. The governing board has all ordinary powers required of a governing board, including the power to establish qualifications for and selection of an administrator and to establish an appropriate salary structure, subject to limitations of legislative appropriation. The administrator serves at the pleasure of the governing board.
