POW/MIA Flag to be Flown over ND State Capitol Grounds

- May be flown either below the flag of the US on the same flagpole or alone on a separate flagpole
- Must be displayed using proper flag etiquitte
- POW/MIA flag must be flown daily on State Capitol Grounds at the following flagpole locations;
