SB 2182 TOP TEN - Add DOD Child Care Program to Definition of "Early Childhood Services" - 2023

50-11.1-02. Definitions. (Effective through June 30, 2025) As used in this chapter, unless the context or subject matter otherwise requires:

k. A child care program certified by and in good standing with the United States department of defense family child care certification program, in accordance with department of defense instruction 6060.02, child development programs.

SB 2293 - FINANCIAL APPRECIATION NATIONAL GUARD - Exempt Military Pay from State Income Tax - 2023

Relating to an income tax deduction for military pay; and to provide an effective date.

Exempt from ND State Income Tax

  • All Federal "military pay" as member of armed forces for...
    • Federal active duty and
    • National Guard and Reserve pay to include training, education, mobilization, and bonuses.
  • All State pay when called to support an emergency on State Active Duty (SAD).

Effective for taxable years beginning after December 31, 2022.

HB 1132 - EDUCATION MILITARY - Virtual Instruction of Military-Connected Students - 2023

Relating to virtual instruction of military-connected students; and to amend and reenact section 15.1‑20‑02 of the North Dakota Century Code, relating to compulsory school attendance.

Intent of Bill: Allow students of military parents who are transferred to or out of ND to attend beginning or end of school year in order to complete that year of schooling.

HB 1246 - EMPLOYMENT - Military Spouse Professional Licensure - 2013

Professional Licensure of Military Spouses

  • Provides provisional licenses to spouses of military stationed in ND or stationed in ND before a temporary assignment to duties outside of ND
  • Boards to adopt rules and provide temporary licensure on case-by-case basis
  • State board of architecture and landscape architecture is exempt from this mandate

HB 1272 - EDUCATION - Resident Tuition for NDNG, Veteran ( with GI BIll), Spouses and Dependents - 2013

Resident Tuition for Spouses and Dependents

  • Adds Spouse and Dependents of Veterans to allow resident tuition rates if veteran is eligible to transfer Post 9-11 GI Bill benefits
  • Separates Spouse and Dependents of Veterans into two sections
  • Adds "Reserve component" members, spouses and dependents as eligible
