Veterans Upward Bound

• $325,000 appropriated for Veterans Upward Bound program
• Provides classroom instruction which prepares veterans for college
• Provide assistance to eligible veterans enrolled at or in process of enrolling at institute of higher education in ND or adjacent state institution participating in course exchange agreement with ND institution
• ND Department of veterans affairs may accept and expend gifts, grants, and donations for providing additional assistance to eligible veterans

Military Children Compact

• Extends law allowing state of ND to join in pact with other states to allow children of military members transferred into or out of ND to maintain their grade (year in school) level

Residency for Tuition Purposes

A BILL for an Act to amend and reenact section 15-10-19.1 of the North Dakota Century Code, relating to resident students for tuition purposes; and to declare an emergency.

Tuition Reduction for Dependents of Disabled Veterans

A BILL for an Act to amend and reenact subsection 1 of section 15‑10‑18.2 and section 15‑10‑18.3 of the North Dakota Century Code, relating to tuition reduction for dependents of disabled veterans based on disability ratings.

• Dependents of veterans with a VA disability rating of 50-90% to receive tuition reduction equal to veterans disability rating
• Fiscal note: $2,327,000

House Appropriations Amendment:

Veteran Scholarship Grants and Scholarship Program

A BILL for an Act to create and enact a new chapter to title 15 of the North Dakota Century Code, relating to the creation of a veteran scholarship program; and to provide an appropriation.

• Provide up to a $1,500 scholarship grants per semester to qualified ND Veterans

Veterans Resident Tuition for Higher Education

A BILL for an Act to amend and reenact section 15-10-18.2 and 15-10-19.1 of the North Dakota Century Code, relating to tuition and tuition waivers for veterans and their dependents at state institutions of higher education.

Tuition Waivers and Grants for National Guard Members

A BILL for an Act to amend and reenact sections 37-07.1-02 and 37-07.2-01 of the North Dakota Century Code, relating to tuition waivers and grants for national guard members; and to repeal section 37-07.1-06.1 of the North Dakota Century Code, relating to the national guard tuition fund.

Educational Opportunity for Military Children

A BILL for an Act to provide for a legislative council study of the Interstate Compact on Educational Opportunity for Military Children.

Child of Military Family - Educational Transfer

If the child of a military family transfers into this state, the superintendent of the receiving school district, whenever discretion or judgment is possible, shall apply the provisions of title 15.1 and any rules adopted to implement title 15.1 in a manner that is the least restrictive and the most conductive to facilitating the student's educational advancement, as well as the student's participation in all extracurricular academic, athletic, and social activities.
